I am directed to acknowledge Your letter of the 8th instant to the address of His Excellency the Governor which reached him on Saturday Evening at half past eight o'clock. and to acquaint you that the prosecution entered against W. Tarrant by the late acting Attorney General, having been withdrawn by that Officer, it is not His Excellency's intention to take further steps in this matter.

I am further directed to add that Major Caine never stated to the Governor "that in his opinion Lo Keen Teen was in the habit of extorting moneys in his form from the Lessee of the Central Market".

To all to whom these Presents shall come. I William Gaskell Notary Public authorised admitted and sworn residing practising at Victoria in the Colony of Hong Kong Do hereby Certify and Attest. That the Copy Letter hereunto annexed dated the eighth day of December instant addressed to the Governor of the said Colony of Hong Kong and signed "Wm Gaskell" is a true Copy of a certain letter written and addressed by me to the Governor of the Colony of Hong Kong at the date aforesaid, and that the name "Wm Gaskell" affixed to the same is of my true name and handwriting. And I further certify and attest. that the Copy letter hereunto annexed addressed to me dated the tenth day of December instant and purporting to be signed by the Colonial Secretary of the said Colony of Hong Kong, is a true Copy of a certain letter written and sent to me at the date aforesaid in reply to such first herein before mentioned letter of the eighth of December) And that the Signature "W. Caine" affixed to the same is of the proper name and handwriting of the Honorable Major William Caine the Colonial Secretary of the said Colony of Hong Kong. In Testimony whereof. I the said William Gaskell Notary Public have hereunto subscribed my name and affixed my seal of Office at Victoria aforesaid the Twenty sixth day of December in the year of our Lord one thousand eight hundred and forty nine.
